Yep, it’s a tv show, more accurately, a tv documentary which deals with the usual vices, fugitives, bosozokus (motorcycle gangs) etc.

“Dakara ima uchi de…” is not translated as “from my house” but rather “therefore, I am watching… at home now.” because it links back to the first part where he said he has an day off from work.
